Writing a GitHub Action to bump Go depenendencies and put the change in a pull request.

We have an internally created automation tool at work that we call Jarvis. We are preparing to productize (?) it, can't use a famous Marvel AI name, so they ran a renaming contest. Out of 274 names, I submitted 65 of them. Of the 14 finalists, 8 of them were mine. 😎
